UNRWA organizes courses for administrators and instructors to continuously develop their competencies and to improve their academic standard. Following are major means of HRD development.

1. Vocational Training Instructors (VTI) Course is given for vocational instructors. To attain new skills and methods of teaching to be implemented during teaching. The VTI course is given once every three years by the Agency.
2. Refreshing courses: based on the educational needs of instructors in various specializations, refreshing courses are frequently organized.
3. Special courses in :-
   • Pedagogy
   • Computer related skills and
   • Management
   Are also frequently organized.
4. Support is given to faculty instructors to up-grade their academic qualifications in the national, regional and international universities.
