The GTZ Human Resource Development Project

Teachers…
must not only know the contents of the subjects they teach. What distinguishes a good teacher from a bad one are also his/her pedagogical abilities, among them knowledge about modern theories of learning, models of teaching, communication and understanding of educational guidance and the ability of fair measurement of performance. They should know how to raise their student's interests and personal curiosity in the matters and then leave behind satisfied students who remember them for a lifetime.
Professional local experts developed the following 14 modules for the training of trainers to upgrade their pedagogical skills.

  3. Planning for instruction

  4. Theories and models of learning

  5. Educational guidance and counseling

  6. Measurement and evaluation of performance

  7. Educational resources and the technology of education

  8. Vocational roles and professional development

  9. Sociology of education

  10. Communication and class management

  11. Computer skills I

  12. Computer skills II

  13. Workshop layout and management

  14. Developing relations with communities and local industry


Pilot Training
However, prior to the actual implementation of the training and in order to ensure maximum efficiency of training and immediately address any possible problem that may hinder the training process, a pilot training has been conducted for a.m. modules. The priority was given to in-service TVET staff.


Actual Training
This 2-years teacher training program contains 14 consecutive training courses. Each runs for 6 to 9 weeks, one day a week.

In August 2003 a full two-year training cycle through all 14 modules has begun. The courses take place all over the Westbank and Gazastrip, with more than 450 participants.

Prospects
The next phase of the GTZ project will focus on the development of a similar training cycle for:

a) In -company and workshop instructors

b) TVET related staff of the Ministries and Employment Centers

c) Principals, Supervisors and School management personnel
