The league is a networking body that represents the Palestinian non-governmental vocational education and training organizations. Members of the league started holding their periodical networking meetings in May 2000, the league was formally established in May 2003, to be the non-governmental body that participates in implementing the national plans for developing the Palestinian vocational education and training sector. The League is located in Jerusalem.
Main aim of the league is to support the member organizations through building their capacity (providing technical consultants and experts, and offering training of trainers, …etc) and providing them with technical means and equipments to help them achieve their goals.
Members of the league are organizations that provides vocational training for 12 -26 months duration. The minimum entrance level of the youth for their institutes are the ninth grade certificate , They all provide training in more than three specializations. Their buildings satisfy international standards for vocational training. They all graduate youth at least at the level of skilled-worker.
The League's goals are:
- To participate in implementing the national plan for
vocational education and training.
- Exchange of experiences and expertise within the league.
- To do joint projects that improve the vocational education
and training sector and the participating member organizations.
- To use the accumulated experience of the member organizations
in developing vocational education and training sector.
- To lobby for developing the vocational education and
training sector.
The League’s members
- The East Jerusalem YMCA-Vocational Training Center- Jericho.
- The Lutheran World federation Vocational Training center(LWF-VTC)-Jerusalem.
- The Arab Orphan's Committee - Industrial Secondary School-Jerusalem. (AOC-JISS)
- Al-Bir -VTC Jericho.
- Middle East Council of Churches- GAZA-Vocational Training center. ( MECC-VTC)
- The YWCA- Palestine , Vocational Training center-Jerusalem, YWCA-VTC.
- The Salezian Industrial Secondary School & Vocational Training center-Bethlahem
All members started providing vocational training for refugees after the Plight of the Palestinian people in 1948, were training started 1949- 1952 , although some of their organizations had a longer track of work among Palestinians. Tens of Thousands of Palestinian refugees , needy youth, orphans or special needs were graduated from these centers, many worked or opened their businesses in the vocation graduated from. Training in these institutes are directed towards Palestinian Youth male & female, these institute were the pioneers in starting Industrial training for women as in the YMCA in 1996 & in the LWF in 2000.
Professions provided are either in industrial professions, trade & tourism related ones as well. Training in these vocational institutes is market related, continual effort is exerted to maintain a high quality, up-to-date training, a follow-up is conducted by -most of the institutes- among it's graduates annually.
Members of the league have played a significant role in developing the Palestinian TVET strategy and still is providing an on going support for its implementation. Its members provided models for the new system as the YMCA provided follow-up program of the system's graduates & a vocational awareness guidance & counseling at school level towards vocational training. While the LWF -VTC is providing a piloting model for the TVET strategy implementation.
